WHEREAS, on January 13, 2012, Billy Anthony May executed a Deed of Trust to Charles Leggett as Trustee for BancorpSouth Bank, a division of Cadence Bank, successor by merger to Merchants Bank, Beneficiary, which is recorded in the office of the Chancery Clerk of Wayne County, MS, in Instrument No. 201200272;

WHEREAS, on August 26, 2015, Billy A. May aka Billy Anthony May executed a Deed of Trust to Charles Greer as Trustee for BancorpSouth Bank, a division of Cadence Bank, successor by merger to Merchants Bank, Beneficiary, which is recorded in the office of the Chancery Clerk of Wayne County, MS, in Instrument No. 201503100;

WHEREAS, on January 12, 2022, BancorpSouth Bank substituted James Eldred Renfroe as Trustee in the aforementioned deeds of trust with this recorded in Instrument No. 202200168;

WHEREAS, there being a default in the terms and conditions of the Deed of Trust and entire debt secured having been declared to be due and payable in accordance with its terms, BancorpSouth Bank, the holder of the debt has requested the Trustee to execute the trust and sell said land and property pursuant to its terms in order to raise the sums due, with attorney's and trustee's fees, and expenses of sale;

REQUEST FOR QUALIFICATIONS (RFQ) FOR CONSULTANT PROFESSIONAL SERVICES

The Rail Authority of East Mississippi (RAEM) requests Statement of Qualification (SOQ) from qualified firms or individuals to provide professional consultant engineering services for work related to the planning, engineering, and environmental work for the project with funding from a RAISE grant, and other sources.

You are invited to submit SOQ, in accordance with this RFQ to the RAEM, located at 610 Azalea Drive Waynesboro MS 39367 no later than 3:00 P.M. on April 21, 2022, The Consultant Engineer will be responsible for performing all planning engineering, and environmental services through project closeout in accordance with federal, state, and local laws, regulations and policies. The scope of work includes but is not limited the following: 1) plan, gather data and prepare environmental documents under the NEPA, to the satisfaction of the RAEM and the Federal Railroad Administration; 2) Identify and perform right-of-way negotiations as directed; 3) prepare preliminary cost estimate and preliminary engineering report; and as funding allows 4) prepare plans and specifications. RAEM is an Equal Opportunity Employer, and encourages Minority owned Business Enterprises (MBEs) and Woman owned Business Enterprises (WBEs) to submit SOQ.

All SOQ must be submitted in a sealed envelope and marked with the following language. "Statement of Qualifications for Consultant Professional Services. "Statement of Qualifications will be evaluated on the following factors: Qualifications, (30 points), Experience and knowledge of the project (50 points) and Capacity for Performance (20 points). To be evaluated properly, the following must be addressed in detail: Qualifications- List of qualifications of person to be assigned to project; Experience-information regarding the firm's experience and the projects previously undertaken, including the type and amount of grants awarded, the projects activities, and the status of projects; Capacity for Performance-Identify the number and title of staff assigned to provide services. RAEM will evaluate each SOQ and reserves the right to reject and/ or all SOQ. RAEM will award a contract with the qualified individual or firm whose SOQ has the highest number of cumulative points issued by the selection committee and determined to be the most advantageous to RAEM and other factors considered.
