City Grass Cutting Service 2026

The City of Waynesboro will be accepting sealed bids on grass cutting 
services for the following site locations:

• City Hall, Police Department, Fire Department, Old City Hall, Fagan 
Park and old Armory

• Waynesboro/Wayne County Library and Police Officer's Memorial 

• Station Street and Rhinehart Square

• 911 Area and Cell Phone Tower Area

• City Cemetery

• Ditching: Pou Street to Lift Station (North side of Azalea Dr.), 
Lomax to Shady Pine Street (East side of Lomax), South side of Azalea 
Drive from Waynesboro Middle School Drive west to Lomax Drive, North 
side of Shady Pine Street to wood line east to Great Southern National 
Bank drive. Ditch between Shady Pine and Wayne Streets, ditch east of 
Wayne Street and north of Mississippi Drive. Ditch running south along 
Spring Street from South Street to ditch end across from Parker's

The above referenced site locations, project numbers 101 through 107, 
shall be bid separately, with each number representing a separate bid. 
The bids will be awarded or rejected on a per-site location and thus 
bidders may be awarded separate site locations. General lawn services 
shall be provided at each location to include the following: trash and 
debris pick up, cutting grass, hedge trimming, weed-eating, edging of 
curbs and sidewalks, blowing off lots and sidewalks. The lawn services 
provided will cover the period from April 15, 2026 to October 31, 2026. 
No sub-contracting of lawn services shall be permitted. There will be a 
pre-bid conference on Friday, March 20th, 2026 at 9:00 am, to be held at 
Waynesboro City Hall in the board room. Bid packets will be handed out 
at the meeting and a tour of the facilities will be provided immediately 
afterwards, if necessary.

Bids will be received at the Waynesboro City Hall, City Clerk's 
Office, 714 Wayne Street, Waynesboro, Mississippi, until 10:00 am C.S.T. 
on Friday, March 27, 2026 at which time all bids will be publicly opened 
in the city board room and read aloud. The envelopes containing the 
bids must be sealed and submitted to the City Clerk, City of Waynesboro, 
714 Wayne Street, Waynesboro, Mississippi 39367. The front of the 
sealed envelope should contain the bidder's name, address, phone 
number and primary contact as well as state "Grass Cutting Bids 
2026" on the front of the envelope. The sealed envelope should 
include:

• The bid submission form requested to be considered

• A copy of the general liability insurance policy declarations page 
showing $1,000,000.00 in coverage or

• Submit sufficient proof demonstrating the bidder's ability to 
obtain the required $1,000,000.00 in insurance coverage. 

If forwarding by mail, the sealed envelope containing the bid must be 
enclosed in another envelope addressed as specified above. The opening 
and reading of a bid shall not be construed as an acceptance of the 
bidder as a qualified, responsible bidder. The City reserves the right 
to determine the competence and responsibility of a bidder from its 
knowledge of the bidder's qualifications or from other sources. In 
the event that the City shall desire additional supporting data 
regarding the qualifications of the bidder in order to determine whether 
he/she or it is a qualified responsible bidder, the bidder may be 
required to furnish any or all of the following information:

• Evidence that the bidder is capable of commencing performance as 
required by Contract;

• Evidence, in form and substance satisfactory to City, that the 
bidder possesses the proper equipment and personnel to perform all 
phases of the work called for in the contract;

• Such additional information as will satisfy the City that the bidder 
is adequately prepared to fulfill the Contract.

A bid shall be deemed as having been awarded when formal notice of award 
shall have been mailed by the City to the bidder. The bidder to whom 
the Contract shall have been awarded will be required to execute 3 
copies of a Contract furnished by the City. In case of the bidder's 
refusal or failure to do so within ten (10) days after its receipt of 
formal notice of award, bidder will considered to have abandoned all 
rights and interests in the award.

All contractors wishing to bid on any of these services shall have in 
possession a $1,000,000.00 general liability insurance or the bidder 
must submit sufficient proof demonstrating the bidder's ability to 
obtain the required $1,000,000.00 in insurance coverage if awarded the 
contract and be able to legally register their business as a vendor with 
the City of Waynesboro. Prior insurance document submissions will not 
be considered for use. Businesses will be required to provide a W-9 if 
not already authorized to conduct business with the City of Waynesboro.

Failure to meet any of the above instructions may result in the bid 
being disqualified. The City may consider as irregular any bid not 
prepared and submitted in accordance with the provisions hereof. The 
City reserves the right to accept or reject any and all bids and the 
right to waive defects or irregularities in any bid received.

To all owners, operators and persons interested in West Yellow Creek 
Field Unit including the following described lands therein:

Wayne County, Mississippi.

TAKE NOTICE that TELLUS OPERATING GROUP, LLC, has filed a Petition with 
the State Oil and Gas Board of Mississippi in the above-referenced 
docket requesting that the Board grant the following relief: Authorize 
Petitioner to convert the R. West Well No. 1 (the "Well") to a 
saltwater disposal well. The Well is located at a surface location that 
is 2549 feet North of the South line and 1872 feet West of the East line 
of Section 13, Township 9 North, Range 8 West, Wayne County, 
Mississippi, in the West Yellow Creek Field Unit. Petitioner proposes 
to reenter and convert the Well to a saltwater disposal well for the 
disposal of produced saltwater and produced fluids. The proposed 
injection zone is at the depths of 5,646 feet to 6,386 feet in the 
Tuscaloosa Formation, and in the downthrown non- productive Eutaw 
Formation at the depths of 5,410 to 5,646 feet. Petitioner requests 
authority and preexisting authority to make, change and/or add to 
perforations with the said injection zone from time to time as 
Petitioner deems necessary or advisable.

TAKE NOTICE that the above and foregoing matter will be heard at the 
regular April 2026 meeting to be held at 9:00 o'clock a.m. on April 15, 
2026, 500 Greymont Avenue, Suite E, Jackson, Mississippi 39202, and any 
other place to which said meeting may be adjourned or convened, at which 
time and place all interested parties may appear and contest said 
matter.

State of Mississippi; and

WHEREAS, U.S. Bank Trust Company, National Association, as trustee, as 
successor-in-interest to U.S. Bank National Association, as successor in 
interest to Bank of America National Association, successor by merger to 
LaSalle Bank National Association, as Trustee for GSAMP Trust 2006-HE4, 
Mortgage Pass-Through Certificates, Series 2006-HE4 appointed Western 
Progressive - Mississippi, Inc, as Substitute Trustee in the place of 
the aforementioned original Trustee via an instrument dated 03/03/2026 
and recorded on 03/09/2026 as Document No 202600620 of the records of 
the Wayne County, State of Mississippi and

WHEREAS, default having occurred under the terms and conditions of said 
promissory note and Deed of Trust and the holder having declared the 
entire balance due and payable; and

WHEREAS, Western Progressive - Mississippi, Inc, the Substituted Trustee 
in said Deed of Trust will on 04/09/2026, between the hours of 11:00 
a.m. and 4:00 p.m., offer for sale and will sell at public outcry to the 
highest bidder for cash at the Wayne County Courthouse, 609 Azalea 
Drive, Waynesboro, MS 39367, the following described property located 
and situated in Wayne, Mississippi, to wit:

A certain parcel of land situated in the SW 1/4 of the SW 1/4 of Section 
1, Township 8 North, Range 7 West, Wayne County, Mississippi, more fully 
described as follows, to-wit:

Commencing at a point where the East line of the said SW 1/4 of SW 1/4 
of Section 1, and the Southerly line of Old Highway #84 Intersect and 
run thence in a Northwesterly direction along said Highway for a 
distance of 128.5 feet to the point of beginning: thence South 22 
degrees West for a distance of 140.0 feet; thence North 64 degrees 10 
minutes West for a distance of 97.0 feet; thence North 22 degrees East 
for a distance of 140.0 feet to Old Highway #84; thence in a 
Southeasterly direction along said Highway for a distance of 97.0 feet 
to the point of beginning.

More commonly known as: 1205 SPRING STREET, WAYNSBORO, MS 39367

Subject to the rights of way and easement for public roads and public 
utilities, and to any prior conveyance or reservation of mineral of 
every kind and character, including but not limited to oil, gas, sand, 
and gravel in or under subject property.

As the undersigned Substituted Trustee, Western Progressive - 
Mississippi, Inc, will convey only such title as is vested in it under 
said Deed of Trust.
