CHILLER PLANT EXPANSION
WAYNE GENERAL HOSPITAL
Wayne General Hospital ("WGH") will receive sealed bids until 2:00 
p.m. local time on September 26, 2025, for supplying all labor, 
construction, installation and materials (as specified) to construct and 
install a chiller area for a new WGH furnished 160 ton chiller and for 
the relocation of two existing chillers. The project shall also include 
replacement of a WGH furnished Air Handling Unit. The successful bidder 
shall be responsible for all scope of work, including, but not limited 
to, mechanical, electrical, civil and structural matters required to 
complete the overall project and installation. The plans and 
specifications are on file at the office of the WGH Administrator, 
Andrew Porter, 950 Matthew Drive, Waynesboro, Mississippi, 39367, and/or 
may also be obtained from ADAMS Management Service Corp, Care of Eddie 
James, 336 Broad Street, Site 300, Rome, Georgia, 30161; email:

Sealed bids must be received in a sealed envelope or package with it 
marked on the outside "Chiller Bid" and must also show the 
Contractor's Certificate of Responsibility number. If forwarding by 
mail, the sealed envelope containing the bid must be enclosed in another 
envelope. All bids shall be mailed or delivered to Wayne General 
Hospital, Administrator's Office, 950 Matthew Drive, Waynesboro, MS, 
39367.
Each bidder shall comply with the laws of the State of Mississippi for 
bidding procedures and licensing requirements, including, but not 
limited to, Miss. Code § 31-5-51 regarding performance bond and payment 
bond and liability insurance requirements. As such, the successful 
bidder will be required to furnish a payment bond and performance bond, 
each in the amount of 100 percent of the contract amount. In addition, 
each bidder must submit with its bid, a Bid Bond or certified check in 
an amount equal to five percent of its bid, payable to Wayne General 
Hospital, as bid security. Furthermore, each bidder shall comply with 
the certificate of responsibility requirements contained in Miss. Code 
§ 31-5-21, including, but not limited to, (1) the requirement that each 
bid shall contain on the outside or exterior of the envelope, the 
contractor's certificate number; (2) awarding public contracts to 
non-resident bidders will be on the same basis as the non- resident 
bidder's state awards contracts to Mississippi Contractors bidding 
under similar circumstances; (3) non-residential bidders shall attach to 
its bid a copy of its resident state's current preference, if any, 
pertaining to such state's treatment of non-resident contractors. No 
bidder may withdraw its bid within sixty (60) days after the actual date 
of opening of said bid. Retainage will be held from each invoice in 
accordance with Miss. Code § 19-13-15 and paid after the final 
acceptance of the project.
The opening and reading of a bid shall not be construed as an acceptance 
of the bidder as a qualified and responsible bidder. WGH reserves the 
right to determine competence and responsibility of a bidder from its 
knowledge of the bidder's qualifications or from other sources. A bid 
shall be deemed as having been awarded when formal notice of award shall 
be delivered to the bidder. The successful bidder shall be required to 
execute a Contract with WGH. In case of the bidder's refusal or 
failure to do so within ten (10) days of receiving said Contract, said 
bidder will be considered to have abandoned all rights and interests in 
the award.
Failure to meet the above instructions may result in a bid being 
disqualified. WGH reserves the right to amend plans/specifications, as 
may be necessary, and will notify all prospective bidders having 
requested bid packets. WGH reserves the right to (1) waive any bid 
defects or informalities;
(2) to accept or reject any and all bids or optional items.

WHEREAS, on October 14, 2022, Hometown Boutique, LLC, executed a deed of 
trust to R. Andrew Foxworth, trustee for the benefit of Citizens Bank, 
which deed of trust is of record in Instrument No. 202203243, of the 
land deed of trust records as contained in the office of the Chancery 
Clerk of Wayne County, Mississippi; and
WHEREAS, default having been made in the terms and conditions of said 
deed of trust, and the entire debt secured thereby having been declared 
to be due and payable in accordance with the terms of said deed of 
trust, Citizens Bank, the legal holder of said indebtedness, having 
requested the undersigned trustee to execute the trust and sell said 
land and property in accordance with the terms of said deed of trust and 
for the purpose of raising the sums due thereunder, together with 
attorney's fees, trustee's fees, and expenses of sale.
NOW THEREFORE, I, R. Andrew Foxworth, trustee in said deed of trust, 
will on the 5th day of September, 2025, between the hours of 11:00 A.M. 
and 4:00 P.M., being legal hours of sale, offer for sale at public 
outcry at the main front door of the Courthouse of Wayne County, 
Mississippi, in the City of Waynesboro, Mississippi, to the highest 
bidder for cash, the following described land and property situated in 
Wayne County, Mississippi, to wit:
Commence at the Southwest Corner of Block 10 of the City of Waynesboro, 
Mississippi; thence run Northeasterly along the Southerly line of said 
Block 10 for a distance of 66.8 feet to the Point of Beginning; thence 
run Northwesterly parallel to Spring Street along a wall for a distance 
of 90.0 feet to the center of a ditch extending in an Easterly-Westerly 
direction across said Block 10; thence run in a Westerly direction 
parallel to the South line of Block 10 for a distance of 29.0 feet to 
the center of an existing wall; thence run parallel to Spring Street 
Southeasterly along the center of said wall for a distance of 90 feet to 
the South line of Block 10; thence run Northeasterly along the South 
line of Block 10 for a distance of 29.0 feet to the Point of Beginning, 
being situated in Lot C, Block 10 of the City of Waynesboro, 
Mississippi.
The undersigned trustee believes his title as such trustee is good, but 
he will convey only such title as is vested in him as trustee.
