the lease contract ending June 30, 2027. All bidders must enclose a bid
deposit (cashier's check, money order, or personal check) in the

Sealed bids will be received by the Wayne County Board of Supervisors at

supplying all labor, materials, and equipment necessary for construction
of Flats Road / Taylor Circle Community Stormwater Drainage Improvement
Project, also known as Engineer's Project No. WCBS-101-23. Bids will be

The Plans, Specifications, and Contract documents are on file and can be
viewed and obtained online via the website of the Engineer of Record,

All hard copy proposals shall be directed to the attention of The Wayne

"WCBS-101-23, Bid Proposal Flats Road / Taylor Circle Community
Stormwater Drainage Improvement Project". Online bids shall be
accepted and opened as instructed on the website and in the contract
documents.
Bidder must be qualified under Mississippi Law and show a Certificate of
Responsibility issued by the Mississippi State Board of Public
Contractors establishing the bidder's classification as to the value
and type of construction on which the bidder is authorized to bid. Each
Bidder shall write their Certificate of Responsibility Number on the
outside of the sealed envelope containing the proposal. No bidder may
withdraw his bid within 90 days after the actual date of the opening
thereof.
Awarding public contracts to non-resident Bidders will be on the same
basis as the non-resident Bidder's state awards contracts to
Mississippi Contractors bidding under similar circumstances. In order
to ensure that Mississippi's so-called Golden Rule is followed state
law requires a non-resident bidder to attach to his bid a copy of his
resident state's current laws pertaining to such state's treatment
of resident contractors.
Each Bidder must deposit with his proposal a Certified Check or Bid Bond
in an amount equal to five percent (5%) of the bid, payable to Wayne
County, Mississippi, as bid security.
Basis of Award: The award, if made, will be to the lowest and best
qualified bidder. The Board intends to accept the lowest and best bid
and reserves the right to reject any and/or all bids.
Contract Time as Advertised shall be 100 Working Days from the effective
date shown in the Notice to Proceed.

Letters of Administration having been granted on the 5th day of June,
2024, by the Chancery Court of Wayne County, Mississippi, to the
undersigned, Dwayne Smith, Administrator of the Estate of Eduardo Tyrone
Smith, deceased, notice is hereby given to all persons having claims
