REQUEST FOR PROPOSALS FOR ARPA ENGINEERING SERVICES
Hiwannee Water Association, Waynesboro, Mississippi, requests proposals
from qualified firms or individuals to provide engineering services for
work related to the implementation of the American Rescue Plan Act
(ARPA). You are invited to submit a proposal, in accordance with this
request to the Hiwannee Water Association. 929 Wayne Street, Waynesboro,
MS 39367, no later than 4 P.M., on September 8, 2022.
The Engineer will be responsible for performing all engineering services
through project closeout in accordance with federal, state and local
law, regulations and policies. The scope of work includes but is not
limited to the following: 1) prepare preliminary engineering report and
cost estimates for proposed ARPA applications, 2) prepare plans and
specifications, 3) distribute bid document, 4) assist in bid opening and
prepare bid tabulation, 5) assist in the execution of construction
contracts, 6) hold pre-construction conference, and 7) perform
construction inspection including periodic reports and approve all
payment requests.
The Hiwannee Water Association is an Equal Opportunity Employer. The
Association encourages Minority-owned Business Enterprises (MBEs) and
Woman-owned Business Enterprises (WBEs) to submit proposals.
Additionally, Section 3 of the Housing and Urban Development Act of
1968, as amended (12U.S.C. 17010), requires to the greatest extent
feasible, that opportunities for job training, employment, and other
economic opportunities be given to low and moderate income residents of
the project area. Section 3 also requires, to the greatest extent
feasible, that contracts for work in connection with the project be
awarded to Section 3 eligible business concerns.
All proposals must be submitted in a sealed envelope and marked with the
following language: "Proposal for ARPA Engineering Services.
"Proposals will be evaluated on the following factors: Qualifications
(40 Point), Experience (40 points, and Capacity for performance (20
points). To be evaluated properly, the following must be addressed in
detail: Qualifications- List of qualification of persons to be assigned
to project, Experience -- Information regarding the firm's experience
and the projects previously undertaken, Capacity for Performance --
Identify the number and title of staff assigned to provide services.
Hiwannee Water Association will designate a selection committee to
evaluate each proposal. The selection committee may hold proposals for
a period of up to thirty (30) days for the purpose of reviewing and
investigating the proposals' content. Hiwannee Water Association
reserves the right to reject any and/or all proposals.
Hiwannee Water Association will award a contract with the qualified firm
or individual whose proposal has the highest number of cumulative points
and determined to be the most advantageous to Hiwannee Water
Assoication, price and other factors considered. The contract will
include scope and extent of work and other essential requirement. An
individual contract will be executed for each awarded project. Hiwannee
Water Association has the authority to terminate the selection at any
time.

The Well will be directionally drilled at an exceptional surface and
bottom hole location on the exceptional sized unit to an estimated total
depth of 13,000 feet to test the South Diamond Pool and all other
formations above and below said formation which may be encountered and
to designate Petitioner as operator of the Well with a full allowable
for all wells with the right to charge each non-consenting owner in the
unit alternate risk charges under Miss. Code Ann. SS 53-3-7(2). Please
refer to the Petition for other relief requested therein.
Take notice that the above and foregoing matter will be heard by this
Board at 9:00 a.m. on the 21st day of September, 2022, at 500 Greymont
Avenue, Suite E, Jackson, Mississippi at which time and place all
interested parties may appear and contest said matter.
If you intend to contest the docket or request a continuance, you must
notify the Board and the Petitioner's representative of your intention
in writing not later than 5:00 p.m. on September 13, 2022, which is
seven (7) days prior to the date stated above for the hearing. Failure
to so notify the Board and the Petitioner, shall be a waiver of your
right to contest or request a continuance.
You are advised that the Board may adopt an order concerning the
Petition which may differ from the relief requested by the Petitioner,
and will enter such order or orders as in its judgment may be
appropriate in accordance with the evidence presented.
