Separate sealed bids will be received by the Wayne County Board of
Supervisors in the boardroom at the Wayne County Courthouse, Waynesboro,
Mississippi, until 10:00 a.m. on Thursday, October 12,2023, for the
construction of an INTERIOR CONSTRUCTION OF BUILDING "B" to be
located on the Courthouse Square in the City of Waynesboro also known as
Engineer's Project No. WCBS-103-23. Bids will be opened in public and
read aloud.
The Plan drawings, Specifications, and Contract documents are on file
and can be viewed and obtained online via the website of the Engineer of
Record, Lawrence R. Clark, P.E. at www.clarkengineersprojects.com. By

Total Contract Time as Advertised: 120 Calendar Days
Bidders are hereby notified that a Pre-Bid Conference shall be held on
the project site at 10:00 a.m. on Thursday, September 28, 2023.
The Board of Supervisors hereby notifies all bidders that it will
affirmatively insure that, in any contract entered pursuant to this
advertisement, minority business enterprises will be afforded full
opportunity to submit bids in response to this invitation and will not
be discriminated against on the grounds of race, color, or national

2023 HOME Homeowner Rehabilitation Program
The Town of State Line, Mississippi is considering applying to
Mississippi Home Corporation for funding through the HOME Investment
Partnership Program -- Homeowner Rehabilitation Program. The State of
Mississippi has allocated $3,000,000.00 that will be made available to
cities/Town s/counties on a competitive basis to undertake homeowner
Rehabilitation activities. The activities for which these funds may be
used are in the areas of affordable housing for low and very low-income
persons.
More specific details regarding eligible activities, program
requirements, and the rating system will be provided at a public hearing
which will be held at State Line Town Hall, 229 Main Street in State
Line, Mississippi on Tuesday, October 10, 2023 at 6:00 P.M.
The purpose of this hearing will be to obtain citizen input into the
development of the application. The location for this hearing is an
accessible facility.
All comments are welcome and must be submitted in writing. If a
translator is needed for non-English speaking persons, please contact
State Line Town Hall at 601-848-7155 at least 5 days prior to the
meeting to accommodate this request.

Application Preparation and Administrative Services
The Town of State Line, Mississippi will accept sealed proposals from
qualified firms to provide Application Preparation and Administrative
Services for the Town's 2023 HOME Investment Act Partnership Program
(HOME) Grant which will rehabilitate or reconstruct up to eight (8)
substandard housing units within the Town.
The selected firm must have proven ability to effectively implement the

APPLICATION PREPARER and ADMINISTRATIVE SERVICES: The Application
Preparer with the assistance of the City officials and their agents
shall gather all information necessary to complete an application for
HOME funding, in accordance with State HOME and HUD prescribed
requirements. The factors to be considered in evaluation of proposals
and their relative importance are set forth below.
Those desiring consideration should submit proposals by the time and
date stated below and must include the following:
Qualifications: List of qualifications of each staff person to be
assigned to the project.
Experience: Information regarding the experience of the firm. This
should include the types of projects undertaken.
Capacity for performance: Identify the title of staff available to be
assigned to provide services.
Respondents will be evaluated according to the following factors:
Quality of the Proposal (30 Points)
Consultant Qualifications and Experience (30 Points)
Availability and Capacity of the Consultant (40 Points)
The selection will be based upon an evaluation of the written responses.
The award will be made to the most qualified offeror whose proposal is
deemed most advantageous to the Town of State Line , Mississippi all
factors considered. Unsuccessful respondents will be notified in
writing as soon as possible.
Interested parties must submit their qualifications for consideration by
October 5, 2023, no later than 9:00 a.m. Responses received after this
time will not be considered.

This solicitation is being offered in accordance with state requirements
governing procurement of professional services. Accordingly, the Town of
State Line reserves the right to negotiate an agreement based on fair
and reasonable compensation for the scope of work and services proposed,
as well as the right to reject any and all responses deemed unqualified,
unsatisfactory, or inappropriate.

Request for Quotation for Workforce Training Services:
Southern Mississippi Planning & Development District (SMPDD), as the
fiscal agent for the Twin Districts Workforce Development Area (TDWDA),
is seeking training providers to provide short-term training services
relative to in-demand jobs within the TDWDA. The proposed training will
be provided to participants of the Career STEP program, a workforce
development program funded through a Temporary Assistance for Needy
Families (TANF) grant by the Mississippi Department of Human Services.
The program is designed to propel eligible participants towards a career
by assisting them with obtaining training that leads to employment for
the first step within a career field.
The short-term training courses that we seek should be one year or less
in duration, and lead/result in an industry-recognized credential,
certificate, and/or license. Priority will be given to training courses
that relate to in-demand occupations that align with sector strategies
addressing skill gaps.

Specifications:
Short-term training is defined as less than one year in length
Potential to receive an industry-recognized
certificate/credential/license upon successful course completion
Training may be provided in person, remotely, and/or a hybrid version of
both
Training cost must be comparable to other similar courses in the TDWDA
and not exceed $6000 per course
The Request for Quotation Form (RFQ) must be completed and submitted.
The required RFQ form can be found on our website at

The applicant must provide their active Unique Entity Identifier (UEI)
in the RFQ. If an UEI has not been obtained at submittal, documentation
must be provided of an active current UEI prior to vendor agreement
execution.
Area of service: Services will be provided to eligible residents of the
following counties: Clarke, Covington, Forrest, George, Greene, Hancock,
Harrison, Jackson, Jasper, Jefferson Davis, Jones, Kemper, Lamar,
Lauderdale, Leake, Marion, Neshoba, Newton, Pearl River, Perry, Scott,
Smith, Stone and Wayne.
SMPDD may accept or reject submittals based on the current training
needs in the TDWDA.
Quotations must be received by September 22, 2023, at 12:00 p.m.
(Central Standard Time) and should be forwarded by email to
slizana@smpdd.com. After September 22, 2023, quotations may be accepted
during the following months: March 2024, June 2024, and/or September
2024, depending on the training demand in the TDWDA.
