ENGINEERING SERVICES PROCUREMENT INSTRUCTIONS

REQUEST FOR PROPOSALS FOR ENGINEERING SERVICES

Clara Water Association requests proposals from qualified firms or

individuals to provide engineering services on an as needed basis for a

project funded by the Mississippi State Department of Health American

Rescue Plan Act: Rural Water Associations infrastructure Grant Program.

You are invited to submit five (5) copies of a proposal, by mail or hand

delivered to P.O. Box 134, Clara, MS 39324 (-or-) 81

Buckatunna-Chicora-Clara Rd., Waynesboro, MS 39367, (601) 735-2428, no

later than 11:00 A.M., May 11, 2023.

Selection of an engineer will be based on the criteria established in

this Legal advertisement. Engineer(s) shall not submit any cost or

price information with their proposals. Engineer(s) should submit

complete proposals sufficient for final selection of the most qualified

engineer. The selected Engineer will provide all engineering services

through project closeout in accordance with federal, state, an local

laws, regulations, and policies. The scope of work may include, but is

not limited to, the following: 1) planning services and/or guidance in

selecting a project based on system needs; 2) preparations of plans and

specifications; 3) distribution of bid documents and any addenda to such

documents; 4) assistance in bid openings and preparation of bid

tabulation; 5) assistance in the execution of construction contracts; 6)

holding pre-construction conference; 7) providing construction

management services, including review/approval of payment applications,

preparation of change orders, attendance at regular meetings with

construction contractor, performance of construction observation

including periodic reports to Clara Water Association and 8) assistance

with the project closeout. The final scope of work will be negotiated at

the time of contract execution.

All proposals must be submitted in a sealed envelope and marked with

following language. "Proposal for Engineering Services for MSDH RWAIG

Project. "Proposals will be evaluated on the following factors:

Qualifications (40 points), Experience (40 points), and Project

Knowledge (20 points). To be evaluated properly, the following must be

addressed in detail:

* Qualifications- The qualifications of the firm and persons assigned

to the project;

* Experience- The firm's experience and the projects previously

undertaken, the project activities, and the status of the projects;

* Project knowledge- Familiarity with Clara Water Association's

infrastructure and regulatory requirements of similar funding programs

Clara Water Association will designate a selection committee to evaluate

each proposal. The selection committee may hold proposals for a period

not to exceed (30) days for the purpose of reviewing the content of the

proposals and investigating the qualifications of the firms and assigned

individuals. Clara Water Association reserves the right to reject any

and/or all proposals. Clara Water Association will award a contract with

the qualified individual or firm whose proposal has the highest number

of cumulative points issue by the selection committee and determined to

be the most advantageous to Clara Water Association, all factors

considered. The contract will include scope and extent of work and other

essential requirements. The contract will be on a fixed price basis.

Clara Water Association has the authority to terminate the selection at

any time.

To all owners and persons interested in the following described lands in

a proposed exceptional sized and configured 80 acre oil drilling unit in

the Wayne County, Mississippi:

TOWNSHIP 9 NORTH, RANGE 8 WEST

WAYNE COUNTY, MISSISSIPPI

Section 1: The S1/2 of the SE1/4, also known as the S1/2 of

Lot 5 and the S1/2 of Lot 6

containing 80 acres, more or less.

Take notice that Venture Oil & Gas, Inc. ("Petitioner") has filed a

Petition with the State Oil and Gas Board of Mississippi under Docket

No. 163-2023-D requesting the Board to grant a permit to drill the

Graham 1-16 No. 1 Well ("the Well") at the following estimated regular

surface location:

TOWNSHIP 9 NORTH, RANGE 8 WEST

WAYNE COUNTY, MISSISSIPPI

550' FWL and 1,300' FEL of Section 1

The surface may change due to topographical conditions. The Well will

be drilled to an estimated total depth of 7,500 feet to test the

Washita-Fredricksburg Formation, and all other formations above and

below said formation which may be encountered and to designate

Petitioner as operator of the Well and the unit at the location

described above and to force integrate all interests with regular

charges under Miss. Code Ann SS53-3-7(1), and for such other relief as

set forth in the Petition.

Take notice that the above and foregoing matter will be heard by this

Board at 9:00 a.m. on the 17th day of May, 2023, at 500 Greymont Avenue,

Suite E, Jackson, Mississippi 39202, at which time and place all

interested parties may appear and contest said matter.

If you intend to contest the docket or request a continuance, you must

notify the Board and the Petitioner's representative of your intention

in writing not later than 5:00 p.m. Tuesday, May 9, 2023, which is seven

(7) days prior to the date stated above for the hearing. Failure to so

notify the Board and the Petitioner, shall be a waiver of your right to
